National Chemical Substances Inventory Development and New Chemical Substances Management Project

Based on the EPA’s Toxic Chemicals Substances Control Act (TCSCA) amendment planning timeline, this project provided assistance in drafting detailed enforcement rules and measures. The TSCSA amendments articles adopted the core principles of the EU REACH regulation and introduced existing and new chemical substances source control registration management in order to improve the current toxic chemical screening efficiency. The regulatory impact assessment report was completed based on the TSCSA amendments. The report covered analysis of the proposed regulation amendment’s potential impacts and benefits on various communities. Four sets of documents for registration information requirements were completed in this project according to tonnage bands and hazard properties of chemical substances. Chemical substance registration tool and system planning documents were developed. Technical guidance for new chemical substances reporting tool and reporting process were also provided in this project. Guidance for chemical registration information items and technical document were also developed as reference information for companies’ future compliance with chemical registration. Information dissemination platform was established. Continuing with efforts made in the previous year, communication platform with international chemical management competent authorities were maintained and expanded to the European Chemical Agency, OECD New Chemical Information Clearing House, Japan, US, Australia, China, and Korea’s chemical management competent authorities for information exchange. In order to improve future Taiwan companies’ data acceptance for the new chemical substance reporting system, new chemical substance parallel reporting information has been gathered and recommendation of strategies has been provided. Two policy brochures in both Chinese and English were developed for dissemination of chemical management policies. One train-the-trainer workshop was held for regulators and inspectors from governmental agencies. Five policy dissemination seminars for industries were held. The seminars promoted sound industrial chemical management and provided compliance training with the goal of advancing chemical management systems in industries and enhance the system for the protection of sustainable environment and human health.
